Prime Minister Narendra Modi inaugurated a bamboo-based bioethanol plant in Assam's Golaghat district on Sunday, marking a significant step towards promoting renewable energy and rural development in the region. The Prime Minister also laid the foundation stone for a new polypropylene manufacturing facility at the Numaligarh Refinery Limited (NRL), part of a broader investment package worth Rs 18,000 crore for the state.
Addressing a public gathering during the event, Modi emphasized the role of ethanol as a cleaner, domestic alternative to imported fuels. Highlighting the potential of bamboo as a bio-resource, he announced an annual investment of Rs 200 crore aimed at supporting bamboo farmers and tribal communities involved in its cultivation and processing.
“This initiative will not only benefit our bamboo farmers but also create new employment opportunities, especially for youth in the region,” Modi said. The investment will go toward establishing procurement mechanisms and small-scale processing units, enabling value addition at the grassroots level.
In addition to the bioethanol facility, Modi laid the groundwork for several other infrastructure projects earlier in the day, including those related to health and transportation in Darrang district. He underscored Assam’s historic contribution to India's energy sector and reaffirmed the Centre’s commitment to boosting the state's role through new oil exploration and renewable energy initiatives.
The Prime Minister also drew attention to the growing significance of polypropylene in modern life—used in packaging, healthcare, and automotive industries—and said the new plant would contribute to both the 'Make in Assam' and 'Make in India' initiatives.
Modi linked these industrial developments with broader national goals, including the government’s Semiconductor Mission, under which a major chip fabrication plant is set to be established in Morigaon with an investment of Rs 27,000 crore.
He also spoke about preserving Assam’s rich cultural legacy, citing efforts to restore historic landmarks such as Rang Ghar and Batadrava, and to develop the Maa Kamakhya Corridor as a major tourism project.
Touching on governance and social welfare, the Prime Minister criticized past administrations for ignoring Assam’s development needs and praised current initiatives like Mission Basundhara for land rights, housing schemes for over 20 lakh families, tap water connections, and welfare programs targeting tea garden workers, especially women and children.
“Our approach is one of empowerment and inclusivity, guided by the principle of ‘Nagrik Devo Bhava’—every citizen is a priority,” he concluded.
The event was attended by Assam Chief Minister Himanta Biswa Sarma, Union Ministers Sarbananda Sonowal and Hardeep Singh Puri, along with senior government officials.
